Announcement:
The Record of Decision (ROD) for the Final Environmental Impact Statement (EIS) for the KC-46A Main Operating Base (MOB 5) at
March Air Reserve Base (ARB), California was signed on July 16, 2024. This decision was based on information, analyses, and public
and agency comments contained in the Final EIS (Federal Register: Volume 89, Number 77, EIS Number 20240065, page 28771, April 19, 2024),
along with other relevant factors. The DAF has decided to base the KC-46A MOB 5 mission with associated construction at the 452nd Air
Mobility Wing (AMW) at March ARB. Up to 12 Primary Aerospace Vehicles Authorized (PAA) KC-46A aircraft will replace the current inventory
of 452 AMW, KC-135 aircraft at March ARB, California.

This website was used to allow the DAF to share information with the public through the EIS process that has now been completed with signature of the ROD.
The DAF has considered the potential environmental consequences of the proposed action and alternatives analyzed in the EIS, as well as the comments and concerns of the public and other key stakeholders. The DAF also considered other factors related to national defense, including mission and capacity criteria, environmental criteria, cost factors, military plans and guidance, global and regional coverage, combatant commander support, total force, beddown timing, force structure, training requirements and efficiencies, logistic supportability, and resources and budgeting. March ARB met all the mission and capacity requirements at the lowest cost and least amount of manpower growth.
This decision adopts all practicable means to avoid, minimize, or mitigate the environmental impacts related to Alternative 1. By implementing the mitigation measures identified in the ROD and adhering to the mitigation plan, the DAF has adopted all practicable means to avoid or minimize environmental harm.
By this decision, the DAF will replace the KC-135s and beddown the KC-46A MOB 5 mission at March ARB, California.
